Board
As a not-for-profit entity, the initial Board is planned to comprise a mix of experienced independent directors, and brand and retailer directors who are funding the scheme’s establishment. The Board will have responsibility for oversight, governance and operation of the scheme. The Board will ensure the scheme meets community, environment, financial and legal obligations, including all relevant ACCC approvals.

Sandra Martínez
Sandra Martinez is the Chief Executive Officer of Nestlé Australia Ltd and Market Head of the Nestlé Oceania region, appointed in April 2018.
In this role, she leads the team behind of some of the region’s most iconic brands, such as KitKat, Nescafé, Milo, Allen’s, Maggi, Uncle Tobys, Nespresso and Purina. Nestlé Oceania employees around 5,000 people, with nine factories and 26 retail boutiques across Australia, New Zealand, and the Pacific.
With a passion for collaboration as key to sustainability, Ms Martinez has led Nestlé Oceania as it has begun its transition to net zero emissions and leading on broader initiatives to reshape approaches to managing packaging and turn waste into a resource.
Ms Martinez is a Board Director of the Australian Food and Grocery Council (AFGC) and chairs the Council’s Sustainable Practices Committee.
Ms Martinez has more than 30 years’ global experience with Nestlé in the Americas, Oceania, and its global headquarters in Switzerland.
She has held key roles in Cocoa Export and Confectionery, most notably as the Business Executive Manager for the Confectionery Division in Ecuador, President of the Nestlé Confectionery Business in Canada and Head of the Confectionery Strategy Business in Nestlé’s Swiss headquarters responsible for chocolate, biscuits and sugar, globally.
Ms Martinez also served as President and CEO of Nestlé Venezuela, where she delivered outstanding results in a highly complex and volatile environment.

Laurie Kozlovic
Laurie is currently Managing Director of Sustainable Impact at Woolworths Group.
The Sustainable Impact team is responsible for delivering group sustainability outcomes across Australia and New Zealand that help drive a better tomorrow for the group.
Prior to joining the Woolworths Group, Laurie spent over 15 years in the environmental services field with Veolia (covering water, waste management and energy) including senior leadership roles in Operations, Corporate Development and Innovation.

Bill Heague
Bill Heague is the General Manager of Mars Food Australia, manufacturing some of Australia’s favourite Brands such as MasterFoods, Dolmio & Ben’s Original on NSW’s Central Coast. Prior to taking this role, Bill was the General Manager of the Mars business in Ireland & prior to that in the Czech Republic & Slovakia.
Bill has a passion for furthering the role industry can play in solving societal & sustainability challenges, in particular the areas of GHG reduction, packaging circularity, food nutrition, as well as food waste & insecurity.

Brooke Donnelly
Brooke is the General Manager, Sustainability, for Coles Group.
Brooke has over 25 years’ experience working across sustainability, circular economy, recycling, product stewardship and stakeholder collaboration.
In her current role, Brooke leads the Coles teams to deliver on circular economy activities, climate and energy initiatives, sustainability reporting and engagement across all Coles businesses.
During her career Brooke has been responsible for the strategic design and delivery of a range of strategic national and cross regional initiatives such as the Product Stewardship Cluster, the 2025 National Packaging Targets, the Australasian Recycling Label and the ANZPAC Plastics Pact.
Brooke has worked across a diverse range of recycling, product stewardship and sustainability organisations such as, APCO, Visy Industrial Packaging, Greenpeace Australia Pacific, and ANZRP.
![]() Paris Golden has worked in Food & Beverage manufacturing and Consumer Healthcare in a career spanning 30 years. Originally from the UK, Paris began his career at PepsiCo which included an assignment with Smith’s Snackfoods in Australia from 1999-2001. Following a return to the UK and roles with GlaxoSmithKline, Nestle and Premier Foods, Paris returned to Australia with the Coca-Cola Company in 2007 with responsibility for Commercial Development across the Asia Pacific region. This included a period living and working in China from 2010-2012. Paris joined McCormick Foods in 2015 based in Melbourne and is responsible for operations across Australia and New Zealand. McCormick are the global leader in flavour with a portfolio of leading herbs, spices, seasonings and condiment brands. In addition McCormick is a major supplier to the restaurant, foodservice and consumer goods industries globally. Paris is a non-executive director of GS1 Australia and the Australian Food & Grocery Council. Paris holds bachelors and masters degrees in Engineering from the University of Oxford and is a graduate of the Australian Institute of Company Directors. |
Stakeholder Advisory Council
SPSA, in collaboration with Planet Ark, is establishing a Stakeholder Advisory Council. This body aims to foster collaboration, engagement, and support from all stakeholders across the entire soft plastics supply chain. It will include representation from relevant government bodies, industry associations, supply chain participants and external experts, ensuring a comprehensive and well-rounded perspective. To further strengthen cross-representation and ensure effective communication with SPSA’s leadership, a designated director of the Board will also be a member of the Stakeholder Advisory Council.
SPSA expects the Stakeholder Advisory Council to be in place in late-2025.
